Q: How come I cant change the start and end dates for measures?

Find the Factor History screen for the measure. In the upper left corner, the Time Period is set to "Billing Periods." When this is selected, Metrix takes over the Start and End date fields, and sets them to the beginning of and end of billing data for the meter.
Change the Time Period to "Other". Then you can enter any start and end date for the measure you wish.
